Eileen Shibley is the Founder and CEO of Monarch, Inc., a California Corporation conceptualizing, designing, and manufacturing drones for commercial applications. Eileen earned a B.S. degree in Business for Computer Applications from Cal State University, Bakersfield (CSUB). During her 30 year civilian career with the U.S. Navy, mostly at the China Lake Naval Weapons Center, Eileen held several senior management positions including Director of the Integrated Battlespace Arena (IBAR), Project Manager of the cross-country naval research, development, test, and evaluation (RDT&E) network, Director of the Joint Counter-IED Facility, and Director of the Unmanned Aircraft Systems Division. Eileen served two two-years tours in the Pentagon in Washington, D.C. supporting the U.S. Navy as a technical liaison to the Joint Forces. Ms. Shibley is the recipient of many awards including the Navy Superior Civilian Service Award. Ms. Shibley was selected as the 2014 Alumni of the year at CSUB School of Business and Public Administration.
