Dr. Herring is the current executive director of the Institute for Homeland Security and Workforce Development and criminal justice professor at North Carolina Central University. He has mentored more than forty young men and supported several mentoring programs throughout his career.

Herring has served multiple roles in over thirty years in the public safety field, including as the director of the North Carolina Center for Community Policing and as a police chief. He has taught college-level courses for over twenty-seven years, with a focus on homeland security, fire services management, criminal justice, public administration, and sociology.

Herring holds a bachelor's degree in political science and master's degrees in public administration, sociology, human services, and divinity. He is the author of African American Men and the Police: A Christ Solution for the New Millennium and Strategy: Policing the African American Community. Herring appears as a media subject expert on terrorism and Black male relations with police and is a minister of the Gospel of Jesus Christ.
