"Born in the state of Odisha, Dillip Kumar Dash went to Ravenshaw College, Cuttack and graduated from SCB Medical College, Cuttack. He completed his post-graduation in psychological medicine at TN Medical College, Mumbai in 1994. He then shifted to Delhi, where he worked for four years.
