The major subject of this book is how the Coalition Government led by David Cameron implemented the 2013 Individual Elector Registration and Administration Act in a partisan way by gerrymandering the Parliamentary Electoral Rolls and by denying the votes of millions of people - mainly students, women, the Black and Middle-East community and tenants - all of whom were unlikely to vote Conservative. This produced the ''surprise'' of the 7th May 2015 General Election victory by the Conservatives but the evidence for how that was brought about is in the public arena in the chosen method of implementation of the 2013 IER Act. Not content with simply winning one election the David Cameron led Conservative Government proposes to gerrymander the constituency boundaries in 2016 on the basis of the reduced 2013 IER Act, perhaps denying seven million people their democratic rights to vote if they do not return a questionnaire by December 2015. On the morning following the election Conservative spokesman told the Daily Telegraph that they planned to gerrymander the constituency boundaries to deny all opposition parties from holding power for decades. This book outlines how a representative democracy could be re-established in the United Kingdom by the complete updating of the Parliamentary Electoral Rolls. The second major subject of the book is the need for any incoming non-Conservative Government to practise the Shimomuran macroeconomics which is being so successfully used in the high growth economies of the Tokyo Consensus Zone. (The author's 3rd March 2015 lecture at Gresham College about ''The Economist The West Forgot'' - a lecture about Shimomuran Economics - is fully reproduced in this book.) Another subject raised in the book is the future of David Cameron and how he cannot justifiably implement policies for which he has no adequate political mandate. His proposals to gerrymander the constituency boundaries and to win an election for the Conservatives on the basis of less than 20% of the popular vote and 30% of voters are particularly undemocratic. Appendix 1 reproduced the article ''How to Create an Economic Miracle in the UK or Elsewhere'' while Appendix 2 lists the previous six books (two co-authored and four authored) and the 112 previously published articles in the media and the internet.
