Secret Patenting in the U.S.S.R and Russia

John A. Martens holds an A.B. in government from Davidson College, M.A. degrees in government and economics, and a Ph.D. in government and international relations with a concentration in Soviet studies from the University of Notre Dame. He is fluent in French, German, and Russian. Martens worked at the U.S. Department of Commerce's Bureau of East-West Trade, which oversaw trade relations with the communist countries, and at its Bureau of Export Administration, which administered the government's high technology trade controls. He also worked at the Trade Directorate of the Organisation for Economic Co-operation and Development (OECD), which promoted a trade policy dialogue with senior government officials from the former communist countries. This book draws on Martens's dissertation research, much of which was conducted at the Leningrad State University's Faculty of Law during the 1975-76 academic year. It is also based upon research and resulting publications from a summer 1982 U.S. National Academy of Sciences grant to Moscow. During his most recent stay in Russia (2006-2008), Martens worked extensively in the Rospatent library and Russian archives.
